Shikino Quantavius Reid was arraigned on federal charges of unlawful possession of a firearm by a convicted felon, following allegations that he discharged a firearm in a Decatur neighborhood last summer. Reid was indicted by a federal grand jury on March 24, according to an April 1 announcement from the U.S. Attorney’s Office for the Northern District of Georgia.
The case highlights ongoing efforts to address gun violence and public safety risks posed by repeat offenders in the region. The U.S. Attorney for the Northern District of Georgia serves as the principal federal law enforcement agency in its district, coordinating with law enforcement partners to protect public safety and prosecute threats such as terrorism, human trafficking, and civil rights violations according to the official website.
“Shikino Reid’s dangerous and violent alleged actions put himself and others at serious risk of injury or death,” said U.S. Attorney Theodore S. Hertzberg. “We will continue our efforts to prevent and punish gun crime in our community by prosecuting unlawfully armed felons.” Assistant Special Agent in Charge Ryan Todd said, “Repeat offenders pose a serious threat to public safety… ATF is proud to work alongside our law enforcement partners to protect our communities.”
According to court information presented by Hertzberg, on July 23, 2025, Reid allegedly attempted to start an altercation at his neighbor’s residence by firing two guns into the air. After returning to his vehicle, associates of his neighbor reportedly fired back at him, striking him in the arm as well as hitting a nearby house. Reid has previous convictions including Attempted Burglary, Aggravated Assault, Aggravated Battery, and Felon in Possession of a Firearm.
Reid appeared before U.S. Magistrate Judge John K. Larkins III and will remain in custody until his case concludes. The indictment contains only charges; Reid is presumed innocent unless proven guilty beyond reasonable doubt at trial.
The Bureau of Alcohol, Tobacco, Firearms and Explosives is investigating this case with prosecution led by Assistant U.S. Attorney Jamie Bircoll.
This matter falls under Project Safe Neighborhoods (PSN), which brings together various levels of law enforcement with community members aiming to reduce violent crime through focused strategies launched nationally on May 26, 2021.
The Northern District covers north Georgia mountains through Atlanta suburbs up to borders with Alabama and the Carolinas according to its official website. It also handles cases with nationwide or international dimensions while representing United States interests in both criminal prosecutions and civil matters as reported by its official site.
