Georgia man sentenced for leading check fraud scheme involving identity theft

Jalen Tylee Hill, also known as “Roscoe Hill,” has been sentenced to 81 months in federal prison followed by three years of supervised release for his role in a bank fraud and identity theft scheme. The court will determine restitution at a later date. Hill had previously pleaded guilty to charges including bank fraud, aggravated identity theft, and conspiracy to possess stolen mail on May 14, 2024. His co-defendant, Victoria Lynn Carter, received one year of supervised release after pleading guilty to bank fraud. The sentences were issued by Chief U.S. District Judge Leslie Abrams Gardner.

Acting U.S. Attorney C. Shanelle Booker stated, “Schemes to defraud and steal from citizens will not be tolerated in the Middle District of Georgia.” Booker emphasized the importance of vigilance regarding online information sharing and financial account monitoring.

Rodney M. Hopkins, Inspector in Charge of the Atlanta Division, commented on the case’s outcome: “The sentencing of this defendant and co-defendants exemplifies the dedication of the investigative efforts which sends a strong message to individuals to consider the consequences of stealing mail and committing financial fraud.”

According to court documents, law enforcement was alerted by a local church about mail theft and forged checks in December 2021. Investigators found that checks were stolen from mailboxes across Georgia, altered using computer software or manually changed before being deposited into various bank accounts.

Hill orchestrated the scheme by recruiting individuals through Facebook with offers to deposit fraudulent checks into their accounts for a share of the proceeds. Over six months, Hill stole hundreds of pieces of mail and engaged in numerous acts of bank fraud resulting in an intended loss exceeding $165,000.

Additionally discovered was another scheme where Hill created a fake solar panel installation company website used to steal personal identities from 28 individuals.

Several other defendants have been convicted for their involvement:

– Quontavius Markeese Hill served more than eight months before receiving time served plus three years supervised release.
– Accacia Renae Gordon received four months imprisonment followed by four years supervised release.
– Shaneria Sharae Murray served 45 days imprisonment with three years supervised release.
– Chelsea Ja’Nay Tullis was sentenced to one month imprisonment followed by three years supervised release.
– LaQuashia Nichole French received 15 days imprisonment with four years supervised release.
– Jazmon Lace Whitehead was given three years supervised release.
– Chasity LaCole Wellons received three years supervised release.
– DeKeyvia Moasha Blackshear was sentenced to three years supervised release.
– Janita Bre’Shaye Terry got three years supervised release.
– Kelbresha Danielle Thomas received three years supervised release.
– Jenetta Small was sentenced to two years supervised release.
– Tyavia Deashia Richardson got one year supervised release along with restitution payment requirements.
– Kimbreyanna Andranique Peeples received one year supervision.

The investigation involved collaboration between multiple agencies including USPIS, Sumter County Sheriff’s Office with assistance from FBI and USSS. Assistant U.S Attorney Matthew Redavid prosecuted this case on behalf of government authorities.
